Opioid Settlement Funding

Horizon Public Health, in partnership with Douglas, Grant, Pope, Stevens, and Traverse counties, is now accepting applications for 2026 Opioid Settlement Funding. This funding supports projects that address opioid use and substance-related harm through prevention, treatment, recovery, and harm reduction.

Key Dates

Application Deadline: June 15, 2026, at 4:30 PM.  (Late or incomplete applications will not be considered.)

Who Can Apply: Applicants must serve residents in the county where funding is requested. A single application may be submitted to multiple counties; each county will review and make funding decisions independently.

• Nonprofit and for-profit organizations
• Healthcare providers
• Schools and Youth programs
• Government entities
• Faith-based and community-based organizations

Funding Priorities: Projects should align with one or more of the following:

• Prevention and community education
• Mental health and substance use treatment
• Recovery support and housing stability
• Family and community strengthening
• Improving access to services and care coordination
• Sustainable, high-impact projects with measurable outcomes

What to Expect if Funded: Funded organizations will be required to:

• Implement an approved project aligned with opioid response strategies
• Track progress and measurable outcomes
• Submit an annual report summarizing activities and use of funds

Application Requirements: Applications should clearly demonstrate community need, alignment with funding priorities, and the ability to deliver measurable impact. Applicants must complete all sections of the application, including:

• Organization overview
• Project narrative (strategy, impact, need, and sustainability)
• Workplan with clear objectives and timeline
• Detailed budget and budget narrative

Review Process: Applications will be reviewed through a competitive process based on:

• Alignment with funding priorities
• Expected impact and outcomes
• Community need and equity considerations
• Feasibility and organizational capacity
• Sustainability of the project

Final funding decisions are made by each County Board of Commissioners.

Allowable Use of Funds: Funds may be used for expenses directly related to the project, including:

• Staffing and program costs
• Training and professional development
• Supplies, equipment, and outreach materials
• Travel related to project activities
• Other costs that support project goals
• Administrative costs should be limited.

Horizon Public Health has established county-level Opioid Advisory Councils and Task Forces in Douglas, Grant, Pope, Stevens and Traverse Counties to guide the effective, efficient, and equitable use of Opioid Settlement funds, in alignment with the Minnesota Opioids State-Subdivision Memorandum of Agreement (MOA). These groups provide guidance to the respective County Boards and recommend funding standards and identifying projects for support through a Request for Proposals (RFP) process.

The Advisory Councils, which include community members and Task Force participants, work collaboratively to advance a shared vision: saving lives, preventing first substance use, expanding access to treatment and recovery services, addressing chronic pain, raising awareness of the root causes of substance misuse, and reducing systemic barriers to care.

Douglas, Grant, Pope, Stevens, and Traverse County Board of Commissioners have awarded organization, recommended by the County Opioid Task Forces, with opioid settlement money. The awards of the funding will focus their work on prevention, treatment, harm reduction, and recovery support. Below is a list of the funding awardees.

Summary of Opioid Settlement Allocations & Funded Projects. A comprehensive overview of how opioid settlement dollars are being distributed and used across the five Horizon Public Health counties, including total allocations, amounts received, remaining funds, and detailed project descriptions. This includes five county-specific reports and a 2025 regional summary report, highlighting investments in prevention & early intervention, treatment & recovery, harm reduction, and law enforcement/criminal justice initiatives.

Beginning in 2021, Minnesota and other states reached settlement agreements with several large companies that distributed and manufactured opioids. The settlements resolved investigations and lawsuits against these companies for their role in fueling the opioid crisis. The settlements require these companies to pay billions of dollars across the country. These companies are also required to make changes in the way they do business and are subject to far more oversight and accountability than before.

Local governments across Minnesota receive funding from the national opioid settlements on a payment schedule that began in 2022 and will continue through 2038. Currently estimated Opioid Settlement Payment Amounts to cities and counties are available from the Minnesota Attorney General’s Office. Information on how settlement funding is being spent across the state is available on the Opioid Epidemic Response Spending Dashboard from Minnesota Management and Budget. (County and city expenditure reports are available by August 1 each year for the preceding calendar year’s spending.)
