Director of Finance & Administrative Services

Horizon Public Health is an accredited local public health department serving Douglas, Grant, Pope, Stevens and Traverse Counties.

Applications are currently being accepted for the position of Director of Finance and Administrative Services, a key role on our senior leadership team.  While this position can work out of any HPH office, frequent presence in Alexandria will be necessary.

The Director of Finance & Administrative Services provides strategic leadership and oversight of the agency’s financial and administrative functions, including budgeting, accounting, grants and contract management, and information systems. This role ensures sound fiscal management, regulatory compliance, and efficient operations while advising the Public Health Administrator on financial planning, resource allocation, and organizational infrastructure. Responsibilities include developing budgets and fiscal policies, monitoring financial performance, leading audits, overseeing grants compliance, and managing administrative services such as technology systems, procurement, and facilities. The Director supervises staff, supports organizational planning and quality improvement, contributes to leadership decision-making, and helps strengthen agency capacity to deliver effective public health services

Minimum qualifications Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration, or related field and extensive experience in business or governmental accounting, budgeting or audit functions, including supervising professional or administrative staff, with governmental reporting and budgeting, and grant management experience strongly preferred. Successful applicant must pass a criminal background check and a pre-employment drug test.  Must have valid MN driver’s license and reliable, insured transportation.

HPH offers a competitive salary and comprehensive benefit package.  Starting salary range is $94,619.20 to $100,380.80 with earnings potential up to $123,448. Benefits include employer sponsored health and life Insurance, HSA/VEBA contribution, PTO, and PERA retirement as well as several employee voluntary benefits to include: 457(b) retirement plans, long-term disability, vision insurance, dental, supplemental life insurance, critical illness, hospital care and accident plan.
