Cannabis Retail Registration



Per Minnesota Statute 342.22, Horizon Public Health has been authorized by the Douglas, Grant and Pope County Boards to facilitate the registration of local cannabis retailers in their counties.

Cannabis retailers are required to follow both state and local regulations. For state-level guidance, visit the Office of Cannabis Management. For county-specific rules, review each county’s ordinance:

Cannabis retailers must hold a state license and a local retail registration to operate.

Applying for a Local Cannabis Retail Registration

To operate legally, cannabis retailers must obtain:
1. A valid state issued license from the Office of Cannabis Management (OCM), and
2. A local registration issued by Horizon Public Health (if located in a city or township that delegated registration
authority to the county)

Frequently Asked Questions (FAQ)

Any cannabis retailer must obtain a local registration in addition to holding a valid state-issued license.

Registration will open in Douglas, Grant and Pope Counties at 8:00 AM on Monday, September 22, 2025. Applications submitted before this time will not be accepted.

If a city or township delegates cannabis retail registration authority to the county, businesses within that jurisdiction must follow the county’s ordinance and registration process. This includes adhering to the county-established cap on the number of allowable cannabis retail businesses.

If a city or township chooses not to delegate cannabis retail registration authority to the county, they are not subject to the county’s business caps or registration process. Instead, they retain authority to establish and enforce their own ordinances, zoning requirements, and registrations for cannabis retail businesses within their jurisdiction.

Yes. Business registration caps are set by county ordinance:

  • Douglas County: Maximum of 4 cannabis retail businesses
  • Grant County: Maximum of 1 cannabis retail business
  • Pope County: No cap on the number of businesses

Yes. All cannabis retail businesses located within the county, whether registered directly by a city/township or by the county, count toward the total cap outlined in the county ordinance.

Applications are processed in the order they are received, based on the official timestamp. If multiple applications arrive at the same time (for example, within the same mail delivery), a lottery will determine the order of processing.

Applications will not be considered complete until all the following are received:

  • Completed county application form
  • Required payment
  • Copy of valid state-issued cannabis license

If the county has reached the maximum number of cannabis retail businesses allowed under its ordinance, additional complete applications may not be immediately approved. Instead, applicants will be placed on a waiting list and notified of their status. Businesses on the waiting list may be considered if a registration spot becomes available.
