Cannabis Substance Use Prevention
The Cannabis Substance Use Prevention (CSUP) grant has actively engaged with local governments and adult community groups across our counties to provide education around cannabis use and its impacts. Through tailored presentations and discussions, we’ve worked to increase awareness, share evidence-based information, and support informed decision-making at the community level. These outreach efforts are part of our broader commitment to promoting public health and safety as cannabis policies and usage patterns continue to evolve.
Cannabis use and youth access in Minnesota are growing public health concerns. With increasing social acceptance and legalization of adult-use cannabis, young people are more frequently exposed to cannabis products, including high-potency edibles and vapes. Early cannabis use can negatively effect brain development, academic performance, and mental health. In Minnesota, a growing number of youth report using cannabis as well as underestimating its risks.
Recreational vs Medicinal Cannabis
It’s important to distinguish between recreational and medicinal cannabis. While some cannabis products are legally prescribed for medical purposes, youth use of cannabis outside of a medical context, carries significant risks. Prevention efforts focus on delaying or preventing youth use, educating families about the laws, and promoting healthy, substance free lifestyles.
Trainings for Youth and Adults
Through the CSUP grant, Horizon Public Health offers engaging trainings for youth and adults on a variety of cannabis-related topics, including the cannabis plant, its effects, potential risks, and more. These sessions are designed to encourage informed decision-making and support healthier communities.
Responsible Beverage Service (RBS) training for both cannabis and alcohol is also available to businesses and the public to promote safe and responsible practices. Trainings can be tailored to fit the needs of different groups.

Reporting Complaints
You can report complaints about a cannabis business to the Office of Cannabis Management (OCM) at the state level. This includes concerns such as illegal sales, noncompliant products, or false advertising. Reports can be submitted clicking the button below.
If you have concerns about underage sales occurring at a cannabis business, please contact your local law enforcement agency directly.
